Objective of the role
The Construction Engineer is responsible for the construction work package during the order execution phase. He is the execution project's central point of contact for internal and external matters related to construction work package.
The Construction Engineer ensures that the construction work packages are coordinated and aligned within the site organization during the order execution phases.
Based on this, the General Site Manager and the General Commissioning Manager work on site to ensure that coordinated construction, assembly, and commissioning work results in the overall success of the project. The Construction Engineer ensures optimal construction planning, which serves as a basis for the backwards planning of upstream order execution phases.
Organizational positioning
The Construction Engineer reports to the Project Manager (PM) and is a member of the core team.
General section:
· Initiates, coordinates, and controls all construction activities within the project to ensure in-time, in-budget, and in-quality project execution for his function.
· Communicates cross functional and provides all relevant information to the project core team,
especially to the Project Manager and Project Supply Chain Manager, the Engineering Manager, and the Project Scheduler.
· Specialist contact with responsibility for processing the construction work package during order
execution for the site team.
· Central project-related point of contact for the construction phase.
· Contact person for optimizing and coordinating all matters relating to construction work package in consultation with the General Commissioning Manager.
· The Construction Engineer monitors compliance of contractors with the HSE plan, and escalates to the Project Manager in the event of significant non-conformity. The CM sets out the arrangements for HSE and ensures that all requisite measures are implemented for site operation.
Project start and planning phase:
· Sales phase: Estimates the total cost of the construction and prepares the specification of the erection work packages for the customer contract.
· Participate in the kick-off and project start workshop.
· Hold a kick-off meeting at the start of the project with the whole construction project team.
· Analyze the contract from a construction and erection perspective, including clarifying any non-
conformities/deviations with the Project Manager.
· Clarify the construction work packages with the Project Manager.
· Check and document the construction work package for completeness and plausibility.
· Develop and coordinate the execution strategy for the construction work package with the Project Manager based on the completed construction concepts.
· Review the necessary order-specific application of national and international legislation and customer specifications; if not available in full: request information from e.g. customer, authorities
· Plan and check the tasks defined for the construction work packages.
· Brief the construction project team on the defined tasks and order execution strategy; prepare an
organizational chart.
Project controlling phase:
· Administration and controlling of the project's construction work packages.
· Monitoring and controlling of the construction work package budget in consultation with the Project Manager and Contract Manager.
· Coordinate the planned construction work package costs; create and maintain any network elements in the ERP system in consultation with the Contract manager.
· Conduct a current state analysis of the circumstances and framework conditions for erecting the plants and equipment, with on-site tours if required.
· Identify non-conformities/deviations and review the effects.
· Support the Claim Manager with non-conformity management for the project, with a focus on the
construction work packages.
· Carry out an ongoing risk assessment for the construction work package with the Contract Manager.
· Create and update the personnel plan for construction work package activities and coordinate with the General Commissioning Manager.
· Prepare and check the plausibility of the construction and erection time schedule, which serves as the basis for the overall project schedule, together with the Project Scheduler and in line with the
commissioning time schedule from the responsible General Commissioning Manager.
· Monitor and update construction and erection time schedules in conjunction with the Site Scheduler and Project Scheduler.
· Perform plausibility checks of bills of quantities and technical documents.
· Prepare erection work studies, erection engineering, and erection sequence plans.
· Coordinate and manage tenders for construction services in consultation with the Project Supply Chain Manager and Project Manager.
· Negotiate and prepare construction contracts, including subcontracting the erection activities to suitable erection contractors, in consultation with the Project Supply Chain Manager.
· Coordinate and manage all construction work package activities performed by the construction
contractors involved in the project.
· Schedule and evaluate the necessary HSE requirements; create an HSE concept with the involvement of the HSE Manager.
· Plan the site infrastructure and introduce the General Site Manager.
· Provide progress reports and inspection plans for construction and erection activities.
· Reports periodically on time, budget, scope and quality to Project Manager and Contract Manager.
Project closing:
· Hold site close-out meetings and compile a final report in coordination with the General Commissioning Manager's final commissioning report.
· Support the PM during negotiations with the customer.
· Participate in close-out and lessons learned review meetings.
· Safeguard lessons learned for the construction work package.
· Ensure that the documents for the construction work package are fully and systematically filed
throughout the order execution phase.
· Ensure that the construction work package documentation for the whole plant is handed over in full by the agreed date, as specified in the customer contract.
Decision right / Authority
· Is the authorized, central contact person for the construction work package.
· Leads the construction team members assigned to the project.
· Defines project-specific requirements with regard to the construction phase.
· Document and communicate any necessary changes to the construction project team.
· Is the representative for the execution project in all construction-related matters (technical and
commercial).
