Mission:

The Construction Proposal & Estimating Engineer is responsible for preparing proposals that meet quality requirements and schedule, under the guidance of the Construction Estimating & Proposal Group Leader. They ensure construction estimating activities comply with procedures and proposal requirements, collaborating with engineering, procurement, estimating, and commercial departments to prepare accurate construction cost estimates.

Main Activities & Responsibilities:

• Prepare cost estimates related to subcontract costs, site management, supervision activities, temporary facilities, and field costs in accordance with proposal requirements;
• Analyze tender requirements and gather engineering bills of quantities;
• Benchmark construction costs and deliver estimates on time for proposals;
• Prepare standard and local construction man-hours estimates;
• Conduct bid tabulations;
• Prepare cost estimates for construction activities;
• Collaborate with construction department to define strategies and methodologies impacting costs;
• Lead construction bid reviews with potential bidders;
• Participate in meetings with bidders and clients as needed;
• Contribute to risk evaluation during the bid phase.

Qualifications and Skills:

• University degree or diploma in a relevant discipline or equivalent;
• 5-10 years of experience in construction estimating or proposal management in oil & gas or energy sectors;
• Ability to handle multiple assignments effectively;
• Proficiency in proposal and project demonstrations;
• Knowledge of civil, mechanical, and E&I estimating activities;
• Excellent written and verbal communication skills;
• Construction site activity experience is a plus;
• Fluent in English (additional languages like Spanish or French are a plus).
