The EIB , the European Union's bank, is seeking to recruit for its Secretariat General Directorate (SG), located in the EIB Permanent Representative’s Office in Brussels / Belgium, a Deputy Secretary General / Head of EIB Group Permanent Representative’s Office .
This is a full-time temporary position at grade 9 in Brussels / Belgium . The appointment is for a term of 5 years. The EIB offers fixed-term contracts of up to a maximum of 6 years, with the possibility to convert to a permanent contract based on organizational needs and individual performance.
Assessment centres are anticipated for the second half of June 2025. Panel interviews are expected in July 2025.
Purpose
The position involves supporting the Secretary General in leading the EIB Group’s Permanent Representative’s Office in Brussels, overseeing departments related to economic analysis and strategy. The role requires managing staff, providing leadership, and ensuring effective communication with EU institutions and stakeholders. The role may evolve over time, and the candidate will split their working time between Brussels and Luxembourg.
Responsibilities
- Lead and manage staff within your hierarchy, ensuring they have the skills and resources needed.
- Develop strategic orientations for the EIB Group in close interaction with internal and external stakeholders, especially EU institutions.
- Maintain and enhance relationships with EU institutions in Brussels, ensuring effective communication and coordination.
- Ensure strategic priorities are developed and implemented effectively, aligning with EU policies.
- Manage institutional relations and high-level interactions with stakeholders, particularly the European Commission.
- Develop and coordinate strategic projects and initiatives across the EIB Group.
- Ensure effective internal communication and cooperation within your department and across the organization.
- Organize resources and processes to implement the EIB Group’s strategy efficiently.
- Design organizational structures and performance indicators to meet objectives.
- Ensure staff resources are adequately sized and organized for optimal performance.
- Lead decision-making processes and ensure accountability and delegation.
- Maintain relationships with governing bodies and represent the EIB Group externally.

Additional Information
Proficiency in both English and French (level 5 of the Inter Institutional language courses, CEFR B1.2) is required for career development within the EIB.
