Overview
This position is based at our Luxembourg headquarters and requires regular office presence. The EIB offers you the opportunity to live and work in a truly international and multi-cultural environment and relocation support.
The EIB, the European Union's bank, is recruiting an Evaluator for its Inspectorate General Directorate (IG), Evaluation Division (EV), Strategy & Outreach Unit (S&O).
This is a full-time, permanent contract position at grade 5.
Responsibilities
- Participate in the various phases of an evaluation, including design, data collection, and analysis; contribute to the design of theories of change, evaluation frameworks, and triangulation of evidence.
- Draft and disseminate evaluation reports and related materials, producing clear, message-driven inputs and tailored communication products for different audiences.
- Lead an evaluation team when assigned, coordinating scoping, design, data collection, analysis, report writing, and dissemination while consulting with stakeholders.
- Ensure evaluations comply with internationally accepted norms and account for the specific context of the EIB Group.
- Guarantee impartial, high‑quality assessments that reflect divergent views of EIB Group services and stakeholders.
- Manage consultants, contribute to effective teamwork, and represent IG/EV professionally within and outside the EIB Group.
- Lead or contribute to IG/EV’s transversal and strategic tasks, promoting evaluation uptake and continuous improvement of learning.
- Follow up on implementation of IG/EV recommendations.
- Monitor and report internally on selected EIB Group activities relevant to IG/EV’s work or specific evaluations.
- Participate in internal working groups as required.
Qualifications
- University degree (minimum bachelor’s level, preferably master’s in Evaluation, Economics, Political Science, European Studies, Finance, or Engineering).
- At least 5 years of professional experience carrying out independent evaluations and/or impact assessments, ideally for an international finance institution; recent experience is a strong advantage.
- Quantitative evaluation background required (e.g., data capture and analysis via Excel, R, or Python).
- Good understanding of international evaluation standards, criteria, and methodologies.
- Experience developing theories of change and evaluation frameworks is an advantage.
- Exposure to qualitative and/or quantitative evaluation methods (e.g., focus groups, surveys, quasi‑experimental analyses) is an asset.
- Knowledge of the EIB and/or EIF project cycle is a plus.
- Analytical thinking, judgment based on evidence, and the ability to synthesize insights.
- Solid coding experience (e.g., Python or R) and/or use of AI models or PowerBI is a strong advantage.
- Excellent knowledge of English and/or French with good command of the other; proficiency in both languages required for future career development.
