Under the supervision of the Senior Finance Associate (G7) in the Rome CSC, the incumbent supports the effective management of Pcard, Master Data Management, and Invoicing cases for UNICEF staff based in Rome. The position is essential for the performance metrics model and uploads results to the Insight dashboard to meet SLAs and provide early warnings.
Key Responsibilities
Procurement Cards
- Acts as the Pcard focal point for issuance, certification and management of all Pcards for all entities in Rome.
Master Data Management
- Acts as the MDM Focal Point Releaser and MDM Local Focal Point (with segregation of duties with other G6 positions) for all entities in Rome, ensuring accurate information and documentation for submitted requests and following up until completion.
Invoicing
- Acts as a Finance Local Focal Point to prepare, submit and monitor invoicing requests, ensuring accurate information and documentation and following up until completion.
- Liaises with GSSC to facilitate queries and requests, and submits vendor registration requests in Service Gateway.
Knowledge Management / Other Duties and Responsibilities
- Supports the process of feedback collection, analysis and distribution for all finance‑related transactional cases to ensure accurate and timely services delivery in compliance with UNICEF rules and regulations.
- Monitors dashboard reports regularly and coordinates efforts to ensure necessary actions are taken in a timely manner.
- Monitors and follows up on long‑overdue open items, advising clients on resolution of issues and facilitating communication.
- Analyzes dashboards, implementation rates of KPIs, and data from various systems to identify bottlenecks and drive improvements.
- Facilitates communication and workflow within the unit to enhance efficiency and timeliness of operations.
- Provides backup support to the Senior Finance Associate and Finance Assistant during peak periods and staff absences.
- Provides other operational technical support as needed.
Qualifications
Education
- Completion of secondary education is required.
- A university degree in Accounting, Finance or Business Administration is an asset.
- A professional qualification (CPA, ACA, ACCA, CIMA, etc.) is highly desirable.
Work Experience
- Minimum of 6 years of relevant experience in contracting, finance, operations or related technical fields.
- Experience with Microsoft Excel, SharePoint and PowerPoint.
- Experience with ERP systems, particularly SAP.
- Experience working in a multi‑cultural environment (asset).
- Experience in a UN system agency, large private or public company, or in a developing country and/or humanitarian/emergency context (asset).
Skills
- Knowledge of relevant concepts, rules and regulations.
- Demonstrated understanding of contracting processes and consistent application of policies and procedures.
- Good judgment in handling complex cases and communicating issues clearly and concisely.
- Ability to develop and maintain effective working relationships with clients and colleagues.
- In‑depth knowledge of UNICEF modules related to budget, invoicing, MDM and Pcard (asset).
Language Requirements
- Fluency in English is required.
- Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
