Project Context and Scope

The ALT Caporalato T.R.E. project aims to prevent and combat the labour exploitation of migrant workers in Italy. Implemented in synergy with the National Labour Inspectorate (NLI), the project seeks to improve the effectiveness of labour inspections, facilitate access to protection mechanisms for potential victims, and promote coordinated interventions among relevant authorities and stakeholders.

The project is funded through the Asylum, Migration and Integration Fund (AMIF) and is subject to strict eligibility criteria for legal audit and reporting.

Organizational Department / Unit to which the Consultant is contributing

The project ALT Caporalato T.R.E. (LM0631) falls under the Integration & Tech. Cooperation Unit within IOM Mission in Italy.

This consultancy position is primarily home‑based; however, the Service Provider is expected to organize and participate in meetings with IOM and NLI, which are both based in Rome.

Responsibilities

Nature of the consultancy: The Consultant will be requested to carry out the legal audit to the project “ALT Caporalato T.R.E.” (FAMI / PROG-1167) within the Asylum, Migration and Integration Fund (AMIF) , to certify the fairness, accuracy and transparency of all relevant processes. The Consultant will be required to submit two interim reports to certify the fairness, integrity and transparency of the processes carried out by IOM and the Italian National Labour Inspectorate (NLI). The Legal Auditor shall review all necessary documents originating both from IOM and the National Labour Inspectorate (NLI), proving that the procedures followed to entrust third parties with the implementation of specific project’s activities and to issue the requested reports. The Auditor shall also request and provide both IOM and NLI with clarifications on the documentation as needed.

Legal audit certifications are needed by both IOM and NLI for the release of funding portions and financing tranches within the deadlines set up by the AMIF Fund. For more details on the procedures and job requirements, please refer to the AMIF Handbook on Eligibility and Reporting Rules.

Tasks to be performed under this contract

  • The Service Provider is expected to deliver legal audit reports to certify the compliance of procedures as follows:

Reporting Period

October 1st 2025 – March 31st 2026

April 1st 2025 – September 30th 2026

1st interim report by April 30th 2026

2nd interim report by October 31st 2026

Performance indicators for the evaluation of results

  • The Service Provider met IOM and NLI in one or two meetings to assess how to access the documents required for the legal audit;
  • The Service Provider delivered a satisfactory review of all necessary documents from IOM and NLI;
  • The Service Provider issued both interim and final reports on time;
  • The Service Provider requested and provided IOM with clarifications on the documentation as needed.

Qualifications

Education

  • Master’s degree in Law;
  • Professional admitted to the Italian Lawyer Bar (Albo degli Avvocati) since at least 5 years and currently licensed.

Experience

  • Experience in the role, preferably with UN entities;
  • Familiarity with AMIF-Funded projects or EU-Funded projects.

Languages

For this consultancy, fluency in Italian is required (oral and written). Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non‑occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non‑occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
