About the role

People & Culture Officer – Rome Common Services Center (CSC) – supports the Chief of Common Services in managing HR services for UNICEF and WFP staff in Rome, ensuring compliance with local regulations and organizational policies.

Responsibilities

  • Support onboarding, offboarding, and HR transactions for staff and consultants.
  • Prepare and manage consultancy contracting, including requests, amendments, and extensions.
  • Track HR service transactions and timelines to meet service standards.
  • Provide HR information and clarification on procedures, entitlements, and protocols.
  • Maintain onboarding materials, welcome booklets, and communication templates.
  • Coordinate visa, residence permit, duty travel, and protocol requests with partners.
  • Manage entitlement-related requests and maintain accurate HR records.
  • Prepare employment verification letters and HR confirmations.
  • Coordinate with internal HR colleagues, GSSC, and service providers to ensure accurate information exchange.
  • Support coordination with WFP and other partners on HR matters.
  • Share routine HR updates (e.g., public holidays, deadlines) with staff.
  • Assist with staff briefings, onboarding sessions, and information clinics.
  • Support HR data collection, reporting, and basic analysis to improve service delivery.
  • Contribute to SOP development and maintenance, as needed.
  • Supervise support staff: plan work, review outputs, and ensure compliance with UNICEF policies.

Education

  • University degree (Bachelor’s) in Human Resources Management, Business Management, International Relations, Social Sciences, or a related field.

Experience

  • Minimum 2 years of progressive, relevant HR experience in an international organization with shared or common services.
  • Experience applying HR policies, procedures, and entitlements.
  • Experience managing consultancy contracting processes.
  • Supervisory experience providing client services to a large office (HQ or regional).
  • Experience analyzing HR data to support decision‑making and improve service delivery (asset).
  • Experience developing and maintaining standard operating procedures (asset).
  • Knowledge of UN–UNICEF HR policies and procedures (asset).
  • Knowledge of host‑country administration requirements (visas, residency, protocols) (asset).
