Job Description
Position Summary:
Necco has an opportunity for a career as Foster Care Program Director. This role will add the most value by using the company Scorecard to drive the profit and growth of the respective program. Through strong business acumen, sound leadership, and effective cascading of strategic initiatives, the Program Director will increase employee productivity and program capacity.

The candidate selected will be responsible for the following:
Drive Program Profit and Growth
- Provide supervision, oversight, and support for the program and staff
- Responsible for the financial stability and increasing capacity of the program
- Assist in fiscal year projections, develop budgets, and monitor financial health
- Develop business and marketing plans
- Work toward effective and efficient internal processes
- Monitor quality and completion of all administrative and clinical paperwork
- Oversee authorizations and maintain contact with review entities
- Ensure timely dissemination of referrals and responses to referral agencies
- Prepare weekly and monthly reports on operations, supervision, billing, census, outcomes, and demographics
- Oversee timely completion of all state and local reports
- Manage client records in collaboration with clinical team leaders
- Ensure employee paperwork is complete and files are up to date
- Implement and communicate Necco policies and procedures
- Promote data-driven initiatives to improve individuals, teams, and company results
- Oversee placement and home assignment processes for new staff
Quality Performance and Risk Management
- Ensure all client contacts and related paperwork are completed timely
- Participate actively in scheduled meetings
- Uphold client rights as relevant to job duties
- Ensure staff training and development opportunities
- Coordinate with leadership on record review processes
- Maintain compliance with all regulatory standards
- Report non-compliance, suspicions of abuse, neglect, or fraud as required
- Maintain confidentiality and adhere to relevant laws and policies
- Report critical incidents and concerns appropriately
Leadership and Staff Development
- Complete performance scorecards and set clear expectations
- Assign mentors and support staff development
- Embed Necco's culture and hold others accountable
- Empower staff to learn from failures
- Collaborate with clinical teams to ensure quality and transparency

Position Qualifications
- Master’s Degree in a Human Services field with relevant experience (Kentucky, West Virginia, Ohio)
- Master’s Degree required or waiver process completed (Georgia)
- One year of paid experience with a Master’s Degree or DCS approval (Indiana)
- Two years supervisory or program management experience
- Basic understanding of Medicaid documentation
- Experience working with high-risk children in child placement/adoption
- Valid driver’s license and adequate auto insurance
- Excellent computer, communication, and organizational skills
- Successful criminal background checks
- Willing to travel and attend training
