Purpose This stretch assignment offers an opportunity to contribute to UNICEF’s Operations Centre during an important period of transition and service strengthening. Following OPSCEN’s relocation from New York to Rome, the team is advancing the implementation of its review recommendations, including updated emergency information, crisis communication and coordination services.

The purpose of the assignment is to provide maternity leave cover and ensure continuity of the OPSCEN Watch function, including real‑time monitoring, emergency information management, crisis communications support and operational coordination services for UNICEF offices and personnel globally. The assignment will also provide exposure to a 24/7 global emergency operations environment and contribute to the continued development of OPSCEN’s workflows, products and services.

Given the shift‑based nature of the function and the need to ensure effective integration with the newly established Rome‑based Watch Team, the 16‑day in‑person period in Rome will support structured technical onboarding and training, orientation to OPSCEN’s updated workflows and services, and engagement with key EMOPS/OSC focal points. This period will also help the successful applicant build the collaborative relationships and operational familiarity required to provide effective remote support for the remainder of the assignment.

Summary of key functions/accountabilities

Deliver emergency information and communication services to UNICEF personnel and offices worldwide, ensuring timeliness, accuracy and operational relevance.

Produce high‑quality information products and data visualizations to support OPSCEN’s crisis communication and coordination functions, enabling informed decision‑making by senior leadership.

Monitor global media, emergency and security platforms, as well as alert systems, to detect and assess events with potential humanitarian or security implications for UNICEF operations and personnel.

Issue timely and accurate real‑time information products and updates, including alerts, media and situation briefs, on unfolding or critical incidents/events to relevant stakeholders at UNICEF country, regional and HQ levels.

Provide emergency assistance to UNICEF offices and personnel globally via phone, email and other communication methods, including referral to appropriate focal points and timely follow‑up.

Coordinate emergency management team meetings by scheduling sessions, sending invitations and agendas, distributing supporting materials, and facilitating videoconferences in coordination with IT.

Support the quality and continuity of OPSCEN’s internal daily operations, including knowledge management, dissemination and archiving of emergency and security information and data, internal databases, mailing/distribution lists, handovers and documentation of operational best practices.

Qualification/Education Completion of secondary education is required. Technical or university courses related to the work of the organization are an asset.

Work experience A minimum of six years of relevant administrative or clerical work experience is required. Experience in related functional areas such as Information, Media & Public Relations Support; Protective & Security Services; Executive, Secretarial & Office Support is an asset. Prior experience in an emergency or security operations center is a strong asset.

The following technical competencies are considered strong assets for this role:

Client‑oriented communication skills.

Real‑time monitoring platform expertise.

Ability to assess and synthesize complex information into high‑quality, digestible written products in English under tight deadlines.

Foundational proficiency in data visualization tools.

Familiarity with digital dashboards and emergency coordination platforms.

Language Proficiency Fluency in English is required. Proficiency in another official UN language - Arabic, Chinese, French, Russian or Spanish - is highly desirable.

Eligibility

Open to UNICEF staff members holding Fixed‑Term, Permanent or Continuing appointments.

Supervisor’s agreement is required to apply and for any eventual release.

The staff member should be able to start the assignment on 1 September 2026, or as soon as possible thereafter, subject to confirmation.

The staff member should be available to undertake the 16‑day in‑person period in Rome, including travel days, onboarding and training.

Funding arrangement This is a temporary development assignment and the candidate’s current post and grade will not change. No additional payments will be made other than those related to approved travel (economy class) and DSA at 50% for the 16‑day in‑person period in Rome, when applicable and subject to confirmation of the funding source/WBS and Director approval for the hybrid arrangement. The remainder of the assignment will be performed remotely from the successful applicant’s duty station.
