Human Technopole (HT) is an interdisciplinary life science research institute, created and supported by the Italian Government, with the aim of developing innovative strategies to improve human health. HT is composed of five Centers: Neurogenomics, Computational Biology, Structural Biology, Genomics, and Health Data Science. The Centers work together to enable interdisciplinary research and to create an open, collaborative environment that will help promote life science research both nationally and internationally.


The Procurement and Supply Chain team is looking for a Public Procurement Senior Buyer .


The successful candidate will report to the Public Procurement Manager and will execute public tender procedures in compliance with Legislative Decree 36/2023, working in close collaboration with internal departments to identify procurement needs and prepare the necessary technical and administrative documentation.


This role contributes to the definition of strategic approaches together with the Public Procurement Manager, ensuring compliance with internal rules and procedures, supporting the optimisation of supplier engagement and performance.


Key tasks and responsibilities:

  • Manage the entire tender process from needs definition to contract signing, in compliance with the Public Procurement Code and internal procedures, using digital platforms and ERP systems.
  • Handle subscriptions to CONSIP, NECA, and other public conventions, staying up to date on active agreements and related procedures.
  • Manage communication with suppliers during the tender phase, including Q&A, document integration, and required guarantees.
  • Ensure adherence to legal frameworks (Public Procurement Code, ANAC) and internal rules (audit requirements, transparency), including administrative checks for contract finalization.
  • Work closely with internal departments and the Public Procurement Manager to define procurement needs, technical specifications, and contribute to updating standard contract documentation and procurement best practices.


Essential requirements:

  • Bachelor’s degree in Engineering, Economics, Political Science or similar.
  • At least 7 years of experience in managing public tenders (open, restricted, negotiated, etc.)
  • Proven ability to structure and evaluate economic offers using Excel or other financial modeling tools
  • Knowledge of Legislative Decree 36/2023
  • Good English knowledge


Preferential requirements:

  • Experience with e-procurement platforms
  • SAP working knowledge
  • Experience in procurement within research institutes, universities, or public-sector organizations

Contract offered: CCNL Chimico Farmaceutico, Permanent - Employee Level

Salary range: 42k-46k + welfare, depending on the seniority of the candidate.
