Summary

Under the general direction of the Coeur d’Alene Tribe’s GIS Manager, performs professional technical work in the acquisition and maintenance of digital data of high complexity. Work requires independent judgment in managing multiple priorities and in coordinating work activities to meet established schedules and goals. Duties include specific tasks within seven areas of responsibility :

  1. GIS system and database design / creation and maintenance
  2. Project coordination
  3. Client services
  4. Geo-spatial product production
  5. Unmanned Aerial Systems (UAS) operations

Workload ranges from moderate to heavy. The scope of work is Tribal-wide, including work for other tribal, state, and federal agencies, and the public. The environment is hierarchical, similar to tribal, federal, state agencies, or the military. This position reports directly to the Tribe's IT / GIS Manager. Work involves office, outdoor, and vehicle settings, sometimes under adverse weather, including fieldwork with GPS and UAS equipment in remote areas. Occasional lifting of equipment up to 70 lbs. is required.

Duties and Responsibilities

  • Coordinate technical GIS projects, plan and organize work, report progress, and recommend changes
  • Design, create, and maintain the Tribe’s Enterprise GIS System, data, and software
  • Assist in data backup and security measures against malware
  • Manage enterprise GIS databases, including SQL Server and GIS-specific file databases
  • Assess and procure new data needs
  • Perform advanced raster and vector GIS analysis
  • Create cartographic maps, reports, and GIS products
  • Develop project-specific GIS applications and processes
  • Implement quality control for projects and products
  • Provide technical support to GIS staff and users
  • Conduct GIS training and participate in workshops and conferences
  • Evaluate new GIS technologies
  • Manage the Tribe’s UAS Program, including hardware, software, flight planning, and data processing
  • Assist in GIS product recommendations and staff evaluations
  • Participate in professional development activities
  • Manage grants related to GIS
  • Supervise GIS staff in the absence of the GIS Manager
  • Perform other duties as assigned

Qualifications

  • Support the Coeur d’Alene Tribe’s vision, mission, and values per CdA Resolution 015(2020)
  • Comply with Tribal health policies, including annual flu shot
  • Bachelor’s degree in GIS or related field plus at least four years of GIS and enterprise database management experience; total applicable experience should be at least six years
  • Proficiency with Microsoft Windows Server and desktop OS
  • Knowledge of Microsoft SQL Server and Esri Geodatabases
  • Knowledge of ArcGIS software, programming languages (Python, SQL, .NET, HTML, JavaScript)
  • Experience with GIS peripherals and mobile applications
  • Experience with UAVs, including flight planning, data collection, and software like Drone2Map
  • Ability to obtain FAA Part 107 Remote Pilot License
  • Understanding of habitat conservation, land management, and GIS applications in natural resources
  • Strong research, presentation, problem-solving, and multitasking skills
